I may have watched 326 and 401 originally.
STAR TREK NEXT GENERATION or STNG 326, that is season 3 and episode 26, aired in the spring or summer, maybe in July in the year 1990  think and I may have watched it with my mother and maybe nobody else in my family at that time.

Picard said that mankind reduced or eliminated crime through pre-crime.

Picard specifically said the words "PRE-CRIME."

That is a reference to the movie "MINORITY REPORT" I think.

are movies & other stories about the future where they use
pre-crime things. They look at the habits of people. That begins with
spying on people, which they are doing now even in this year of 2016 on
computers, on the internet, on Facebook, YouTube, Twitter, Microsoft,
Apple, Google, via websites, cell phones, webcams, through many
different kinds of electronical devices, technology.

The idea is all about stopping bad people before they do bad things.

Bad people are the ones that promote this idea.

Dumb people may think this can work.

The
problem is that bad people can stop good people from doing good things
and lie and say that the good people were going to to do bad things.

Then
it becomes hearsay or speculative or their words against other people's
words and then you need more judgment or judges or insight or
perspective or some kind absolute morality to know who is right and who
is wrong.

Pre-Crime
Prevention sounds nice theoretically but we should not let BAD PEOPLE
STOP BAD PEOPLE FROM DOING BAD THINGS BEFORE BAD PEOPLE DO BAD THINGS.
